Core/Spells: Cooldown updates
* Refactored cooldown handling to separate class shared by creatures and players
* Updated and enabled cooldown packets
* Implemented creature school lockouts
* Implemented spell charges
* Fixed AuraUpdate structure
* Fixed aura flag AFLAG_NOCASTER handling
* Implemented spell charge related auras
