Core/Items: Add loot scaling support (#21853)
* Implement ITEM_BONUS_SCALING_STAT_DISTRIBUTION_FIXED.
* Fix auctionhouse search with scaled items.
* Fix RequiredLevel enforcement for scaled items.
* Fix item enchants not scaling properly with bonuses.
