Core/Creature: Refactor and improve vendor items (#20328)
* Implement item bonuses in vendors.
* Implement the PlayerConditionID and IgnoreFiltering DB columns.
* Fix loading referenced vendor items
* Allow adding bonuses in .npc add item command
