DB/Misc: Script (gossip and SAI) npc 15481 (fix quest 8575).
Closes #852.
Thanks a lot to horn for the cpp version of the script but this is the kind of stuff that is "trivial" to do in DB.
Also, update the start time for Darkmoon, by Aokromes.
