Even though this was meant to have been fixed once the last commit did not actually fix this also condition for the periodic spell so that it only targets silverbrook worgen rather than agroing neutral deers and stags, hostile npcs like bears and conquest hold guards will still attack the horse but the condition prevents the periodic threat spell from hitting anything other than silverbrook worgen.
