Core/Conditions: allow CONDITION_QUEST_COMPLETE to handle spellclick conditions (#22371)
This is a needed change in order to make spellclicks functional that are only available when you have a already completed quest. (cherry picked from commit cd36606027c5fa2353889902c437fa39bb71dfdf)
